As someone who used to sew for clients in order to be a stay at home mom, if you can think far enough ahead you can surely find a seamstress willing to work with you. You can choose your fabrics. The top you are talking about would be easy to make and if you like the way the end product looks and fits you can have her make others in different fabrics, change the neckline etc. so she wouldn’t have to charge you for making another pattern for you to have more than one top.

Someone with skills can make jeans for you too.

And maybe the person you find is someone who could use the job. Probably wouldn’t be any more expensive than clothes you order or would buy on the rack if you could find them.
